The Chief of Police performs administrative, management and supervisory work planning, organizing and directing the operations of the Police Department in the enforcement of law, protection of life and property, and the prevention and suppression of crime.
Essential Duties and Responsibilities:

The Chief of Police serves under the direct supervision of the mayor and is accountable to the mayor for the administration of the Police Dept. All departmental policies, policy revisions, and significant operational changes shall be submitted to the mayor for approval before implementation.
Establish strategies, operating goals, objectives, policies and procedures and rules and regulations for the Department. Assesses performance in relation to planned achievements; makes corrective actions and/or conducts research and provides recommendations to the mayor on how to improve efficiency and service.
Exercises command, directs, and controls departmental operations and administration and equipment use; serves as the primary departmental spokesperson.
Monitors compliance with all state, federal, and local laws and regulations; works cooperatively with other municipal, state and federal law enforcement agencies.
Promulgates all general and special orders consistent with the Chief's authority and responsibility; ensures that departmental personnel are issued rules and regulations.
Initiates investigations into alleged or apparent misconduct by department personnel; ensures that personnel properly discharge duties.
Performs related work as required.
Supervisory Responsibilities:
Directly and indirectly, through subordinate supervisors, manages up to 11 employees. Supervisory activities include establishing work procedures and performance standards; providing ongoing professional development and performance feedback, including conducting formal performance reviews; and assisting in the hiring and orientation of new employees all in accordance with city policies.
Minimum Qualifications
Education and Experience:
Preferred degree in law enforcement, criminal justice, or a related field; graduate of the Department of Criminal Justice Training Program (or equivalent); (5) five years or more of progressively responsible police experience, with two years in a command position; administrative experience; or an equivalent combination of education and experience.
Additional Requirements:
Valid Kentucky motor vehicle operator's license
POPS Certified
Certification as a police officer not suspended or revoked in any state
Probationary Period:
The Chief of Police shall be subject to a twelve (12) month probationary period beginning on the date of appointment. During the probationary period, the City shall assess the Chief’s performance and suitability for the position. Employment during the probationary period may be terminated in accordance with applicable laws, ordinances and personnel policies. Successful completion of the probationary period does not alter the appointment and or at-will status of employment, if applicable.
Knowledge, Ability and Skill:
Thorough knowledge of the principles and practices of modern police administration and management. Thorough knowledge of the approved methods and procedures of law enforcement. Thorough knowledge of applicable federal, state, and local laws. Knowledge of municipal finance, long-range planning, and supervisory practices.
Knowledge of, and ability to accurately administer, City personnel and other policies.
Ability to plan and manage budgets. Ability to supervise subordinates in an effective manner and delegate authority efficiently. Ability to establish and maintain harmonious and productive working relationships with City officials, law enforcement officials, and the public. Ability to enforce the law impartially and make sound judgments under stressful situations. Ability to work with the general public in a diplomatic and effective manner.
Demonstrated supervisory skills; planning and organizational skills; strong oral and written communication skills. Skill in the use of the law enforcement databases and DOCJT LETRS.
